It is reported that people are getting this for free. Most Likely an XBL pricing error. Unfortunily I cant check because I got the season pass.
Instructions are as follows:
Start up your Halo 4
Highlight and click "Xbox Live Market"
It will give you an overview and say the transaction is 0 cost
Confirm Purchase
